the people; and this is the last thing that our Whitehead & his party

would desire. What they want is

that a

Very

small alien minority should rule the indigenous magority. That is

to

my

wind, out of the question, but

they fail to realize its impracticability,

and in the hope of bringing it about they have adopted a programme to

reduce the present form of Government

to an

absurdity, and their supreme resource is the threat that the un-

official members of Council will resign

in a body. They may perhaps resign

if the Supply Bill for 1893 is ascented to, but I much doubt if

they

they will do so; they will probably

resign if Your Lordship insists on

any considerable expenditure

on the

Gaot. If Your Lordship gives way

entirely

likely

on that point, which is neither

nor desirable, it will then be

their business to devise some other

occasion.
